Investment Logic Mapping (ILM)
We support Victorian Government clients to develop Investment Logic Maps (ILMs) that clearly articulate the problems, benefits and strategic drivers behind proposed initiatives. Our facilitation approach aligns with the Victorian Department of Treasury and Finance (DTF) Investment Management Standard, ensuring ILMs are structured, evidence‑based and suitable for use in business cases, gateway reviews and executive decision-making.
ILM sessions help sponsors and stakeholders reach a shared understanding of what the investment is trying to solve, why action is required, and what success looks like. We design sessions that are focused, well‑paced and outcome‑oriented, producing an ILM that is concise, traceable and ready for endorsement.
Our services include:
Facilitation of ILM workshops: We run structured ILM sessions that guide stakeholders through problem definition, benefits identification, response logic and solution development. Workshops are centred on genuine consensus and a disciplined focus on investment logic rather than solution bias.
Preparation and refinement of ILM artefacts: We document the ILM clearly and ensure it aligns with DTF’s format and expectations. This includes validating problem statements, tightening benefit definitions, confirming measures and indicators, and testing logic for completeness and consistency.
Alignment with the Investment Lifecycle: We position ILM outputs so they can be carried forward into Strategic Assessments, Preliminary Business Cases and Full Business Cases, ensuring continuity and reducing rework across the lifecycle.
Stakeholder engagement and alignment: We help agencies manage stakeholder contributions and differing viewpoints, enabling a shared and defensible investment narrative supported by data and policy context.
